AIBSNLEA and AIGETOA at Hyderabad on 23.8.2014
Com. R P Shahu GS AIGETOA at the outset thanked the AP unit of AIBSNLEA &
AIGETOA for making such wonderful arrangement for the meeting. He mentioned that
after a gap, all the executives are trying to come together with the BSNL management.
He mentioned that the friends joined in other PSUs are asking why the executives are
going on strike in BSNL. Some of the demands we raised are not even within the
purview of BSNL Board. Many policies are finalized by DPE which cannot be
negotiated by the BSNL management. He mentioned that his words may be considered
as words of senior citizen, as he has noticed that as and when he demands something,
there is a feeling amongst the officers that he young and cannot teach the seniors. We
have sold out life to BSNL. 30% fitment benefit which is decided by the DPE is not
implemented for the last 3 years. Senior level officers at BSNL are being paid for taking
the decision and the middle management is being paid to implement the decision.
Hence, if the officers who are being paid by the BSNL for taking decision are not taking
any decision is not discharging their duties. He demanded that while deducting the pay
for the striking period, the procedures are not followed. Committees are formed for the
last more than three years and not reaching to any decision. When non-executives are
having LCM/JCM, executive associations do not have any such facility. Digital
signature has not been implemented for EPF transfer due to which the EPF are not
being transferred on transfer of the officers. We appreciate that the BSNL management
is very good as they came from the Engineering background. The grievances of the
officers are to be settled on merit basis not on the basis of the strength. Executives
should not be compelled to go on strike, the grievances are to be settled on getting the
case in writing.
He demanded that as per the guidelines of the DPE, staff grievance officers are to be
posted in any of the SSA throughout the country, so that the grievances of the officers
are settled in a reasonable time. The lower level officers are being treated as mazdoors
by their seniors. Instructions are given on SMS and if not implemented, disciplinary
action is initiated. He mentioned that as and when anything is demanded the
management is mentioning that the BSNL is in loss. He has explained his own position
and experience and how he is being treated by the seniors. He has also mentioned that
the manpower management in the BSNL is very much poor. Unless the manpower
management is done in a proper way and the work force is utilized in an effective way,
BSNL cannot grow.
He demanded prompt decision by the BSNL management. HR head should be the
advocate of the employees, however in BSNL, HR management is trying their level best
to not implement any orders benefitting the employees. He demanded that regular
meeting should be held by the management with the representatives of the
associations; as the management cannot be listen to everyone. In many cases, the
decisions taken by the BSNL management are one sided.
He stated that at present either the BSNL is PSU or is Govt. There is absolute mismanagement
in the field offices. He demanded that the executives may be treated as
officers so that respect can be commanded by the seniors, so that together we can
achieve better result for the BSNL.
Comm. Abhishek Choudary, Vice President, CHQ, AIGETOA has extended his
sincere gratitude for giving an opportunity to address the gathering. He mentioned that
this type of open session gives an opportunity to believe that executives are part of the
organizations. There is difference between non-executives associations and executions
are that non-executives association has representation in all field with bargaining power,
whereas executives association being part of the management gets such occasion to
address their grievances before the management. He mentioned that management has
to take the opinion of the executives before some policy is made. Executives
associations have been making their problems aware of the management in the past
also. Now, BSNL management has decided to give a formal platform to the executive
association by way of referendum. He mentioned that the majority association should
take care of all the executives then only the purpose of the referendum will be served.
He mentioned that after analyzing for the 14 years of the working of various
associations, it has been found that AIBSNLEA is truly representing all the disciplines of
executives; thereby AIGETOA has decided to join hands with AIBSNLEA.

It is unanimously decided that the office bearers of both association at district level will visit and address the executives of BGTD, to face referendum of majority executives association.

ALLOTMENT OF UAN (UNIVERSAL ACCOUNT NUMBER) BY EPFO
EPFO has launched a Universal Account Number (UAN) driven Member Portal to provide a number of facilities to its members through a single window. Member has to activate his/her registration to avail various facilities such as UAN card download, member passbook download, updation of KYC information, listing all his/her member ids to UAN, file and view transfer claim. As of now, only active members, for whom employer has uploaded the Electronic Challan-cum-Return for the wage month of Jan 2014 onwards (who have been allotted UAN) would be able to register themselves on UAN driven Member Portal. For registration, member has to obtain UAN from his/her employer alongwith member ID. Member’s mobile number would be required to activate registration.
Circle Secretaries should act on the same in their respective Circle for early submission of KYC details and early circulation of UAN.

GS AIBSNLEA, OS (North) AIBSNLEA alongwith, VP AIGETOA Shri Mantosh Kumar and CWC Member AIGETOA Shri Shubhendu Sharma met GM (SR), Sh. Neeraj Verma. Meeting lasted more than an hour and various issues were discussed at length:
Membership verification: It was insisted from the association side to conduct an unbiased election for the executive association. As this is an organisation and voters are related with each other in many counts thus such influence may have rippling effect against the spirit and motto of referendum. We pleaded that the secrecy and transparency should be remain prime most factors in the ensuing referendum process. GM (SR) assured to look into the matter.
Superannuation benefits to BSNL recruited Executives:Association side has reiterated that 30% superannuation benefits must be extended to all direct recruits of BSNL for their social security. It was conveyed to GM (SR) that these benefits are for direct recruits only and he insisted for some documentary support in this regard to further strengthen the case. We pleaded that the case is very genuine in nature and the time has came that the case should be resolve in true spirit. GM (SR) assured to look into the matter and advised to have discussions with GM (Estt.) and GM (CA) BSNL CO on this issue.
Salary refund in various circles: It was suggested to initiate affirmative move like salary refund during agitation period to induce synergy among the workforce. Association has pointed out that salary cut process was not implemented in uniformity leading to huge financial loss to few persons, refunding of salary may prove a confidence building measure. GM (SR) assured to look into the matter.
Implementation of Standard pay scale i.e. E-2, E-3: As DPE has rejected the non standard E1A, E2A pay scale and the same has been endorsed by DoT to BSNL. BSNL management has left with no other options rather implementing E2, and E3 for JTOs and SDEs. GM (SR) was convinced but mentioned that Government should consider payment of pension contribution on actual basic instead of highest of the pay scale and suggested to take up the issue with Establishment cell.
Inter circle transfer (Rule- 8) cases: Association side has emphasized to settle the long pending Rule- 8 cases. Lighting up the issue association pointed out that out of 34000 sanctioned strength of JTOs only around 14000 is the current working strength, which leads about 62% shortage of JTOs at national level. It is essential to discover some ways for proper induction of manpower rather than harassing executives who are in need. Shortage can not be the region to turn down a genuine request as lesser induction may be a policy decision to reduce operating expenses in a particular time frame. GM (SR) appreciated our concern and mentioned that new JTO RR 2014 and new TTA RR 2014 may sort out the problem.
Payment of the Honorarium to the Trainers at SSA level:We demanded to issue the orders to the field units for the release of the honorarium to the identified trainers at SSA Level for implementing the HOCC agenda skill set improvement training at SSA level. GM (SR) assured to look into the matter.

This is statutory provision for CPSE as ordered by DPE. BSNL CO has issued order on appointment of Staff Grievance officer at SSA level in year 2004 but it is yet to be functional in field units. If this had been functional in field units our 100% individual grievance would have been resolved in time bound manner. This association has taken up this issue very seriously and will ensure 100% implementation in field units.
All the members Bidar SSA of both AIGETOA & AIBSNLEA association are gathered at conference hall on 24-07-2014 at 17:30 hrs. Discussed the issues related to the both associations. Specially we discussed on Rule-8 transfer cases and Pending HR related issues of DRs.
