Regarding SSA/Circle/CHQ issues and all DRs of decided to support Circle/CHQ body during membership verification to Support AIBSNLEA As per MOU with AIBSNLEA.
1) Rule-08: There are total 110 numbers of TTAs passed LICE and they are going to join as JTOs in Karnataka circle and last year 64 cases were approved and only 54 got relieved from Karnataka circle. So we request you to consider 120 JTO Rule-08 cases this time.
2) Intra circle Request transfer: Intra Circle Request transfers of JTO/SDE/DEs process needs to be started immediately so that complete should be completed by March 2017
3) Scale up gradation from E1 to E2, E-2 to E3 and E-3 to E-4 : EPP with effect from 01-01-2017 is pending in KTK circle, but as per Corporate Office letter no. 400-61/2004- Pers.I(Pt.II) dated 18th March, 2013 (Copy Enclosed) the process of granting the up gradation is to be started Six Months advance.
4) Cancellation of Temporary Deputations: Many Temporary deputations were done to Mobile service and Circle office which is creating unrest in the minds of young JTO/SDE’s which affects the performance of the Karnataka Circle. So We request you to cancel all the Temporary deputations and Consider all intra circle transfer cases in Karnataka circle.
5) Forwarding of Request Transfer applications: Request transfer Applications are not forwarded by Karnataka circle to Non recruiting circle like STR,STP and vice versa. And also Bangalore SSA is not forwarding the Request transfer applications of JTOs to circle office since four years.
6)Implementation of EPF coverage for pre induction training period: Kindly arrange to Credit Training Period EPF amount of BSNL recruited employees with Interest as per corporate office letter no 500-85/CA-II/BSNL/EPF/2014-15/Vol.VI dated 05-08-2015.

A lot of talk is being made with regard to the 3rd PRC..while management is comfortably forgetting the mandatory benefits of the 2nd PRC which pertains to BSNL recruits…
Please apply for one day CL.. it wont take much effort but will create a long lasting impact in achieving our rightful due..

Management’s apathy towards the issues of BSNL recruits continues. Recent saga on PLI episode proves it. While initially management went ahead with extending the PLI to all the employees and thereafter as second thought perhaps after strong protest regarding non enhancement of Superannuation Fund Contribution, management issued an appeal to all the employees to forego the PLI, perhaps a cover up operation to show that BSNL is in Financial Crunch.
Herein, we would like to clarify that we are not against extending PLI to anybody. Extending PLI was a part of negotiation with non-executive unions and that should be extended but at the same time the mandatory benefits of the BSNL recruits should also not be ignored like this. BSNL recruits die without social security while management spends the money in other non-mandatory exercises. We cannot accept it silently. We have to rise to the occasion.
We are protesting against the continued negligence by Management towards the mandatory social security Benefits of the BSNL recruited employees. Our social security is being compromised and families are being made to run pillar to post in the event of any casualty with BSNL recruits. From the letter issued by the management regarding Foregoing the PLI, it is quite apparent that management is very keen, concerned and eager to implement the 3rd PRC while the mandatory provisions of the 2nd PRC which pertains to BSNL recruits, even the mandatory provisions for extending social security benefits like 30 percent Superannuation Benefit finds no mention and concern. We are hurt because of this attitude of Management.
The company has come in terms to extend freebies and gifts like PLI to all its employees from top to bottom but it is not having the money to fulfill the mandatory benefits of 2nd PRC to the BSNL recruited employees. Benefits pertaining to the employees governed by 6th CPC and 7th CPC have also been extended in totality but BSNL does not have the money to extend a secure social security Benefit to BSNL recruits.
Due to the continued negligence towards our most important issue, we have been compelled to launch organizational action programs to seek the attention of BSNL HR team for the resolution of the long pending 30 Percent Superannuation Benefits pertaining to BSNL recruits.
DEMANDS:
30% Superannuation Benefits from 01.01.2007 and creation of Pension Fund w.e.f. 01.10.2000 for all BSNL recruited employees.

One Day Mass Leave on 2nd Nov’2016.

Herein we would also like to clarify that as regard to other most important issues like Pay Scale, Pay Loss, CPSU Hierarchy, the constituents of United Forum of BSNL Executive Associations are in touch and very soon a strong joint organizational action shall be launched. However, in view of the continued ignorance towards the social security benefits, the need to register a strong protest in the form of Mass CL is felt so that Management may realize the unrest prevailing amongst the minds of all the BSNL recruited employees. We sincerely believe that Management will take cognizance of the burning issues pertaining to all the BSNL recruits and will not force us to intensify the program further.
We once again request all BSNL recruits to realize the fact and support this program irrespective of their affiliations and unite to strengthen our voice and achieve our rightful dues.
As regard to the foregoing the PLI, we request all including those absorbed from DoT that if at all they wish to Forego the PLI, they should also tell BSNL to contribute the amount into some social security Benefits scheme like Death Relief Scheme which will create a huge corpus and shall definitely help those who die without any security cover and their families suffer. This meager amount of Rs. 3000/- will not pinch anybody much but if the same is deposited in a corpus like DRS, it will help a lot to the families who face the pinch for the lack of proper Protection by the department.
Shri.Sundar Raju and Shri.Hiremath,Circle secretaries of Joint forum of Executives associations(AIGETOA and AIBSNLEA) met Shri. P.Nagaraju,CGMT KTK circle and discussed the following.
1) Look after arrangement to the post of GM: CGMT assured to issue the order in this month itself for the SSAs, including Kolar, BGTD and Bijapur SSAs
2) Posting of Lecturer for RTTC/Mysore: selected candidates will be posted to RTTC very shortly.
3) Maintence and medical bill issues of Belgaum and Bijapur SSA: CGMT instructed GM Belgaum to clear all pending Medical and Maintenace bills which are pending in SAP inbox.
